In Baltimore laws exist that prevent people from sitting and lying in public, loitering and loafing, and begging or sharing food, however the laws are not enforced. This gentleman in a wheelchair spent the night just outside of the Baltimore Marriott on the Inner Harbor, a popular tourist attraction.
